			<content:encoded><![CDATA[<p>The Koolauloa Neighborhood Board will review and vote on a proposal by the <strong>Envision Laie</strong> team to amend the City and County of Honolulu&#39;s regional plan during a <strong>special meeting on Thursday, July 30, from 7-9 p.m. in the Laie Elementary School cafeteria</strong>.</p>
<p>In August 2008 The Church of Jesus Christ of Latter-day Saints, which purchased over 6,000 acres of land in Laie in 1865, commissioned a team of experts to conduct sustainability studies out to the year 2050 for Brigham Young University Hawaii, the Polynesian Cultural Center, Hawaii Reserves, Inc. &mdash;or HRI, it&#39;s affiliated land management company, to a lesser extent the Laie Hawaii Temple, and the surrounding communities in Koolauloa. That study has been dubbed <a href="http://www.envisionlaie.com/" title="Go to the Envision Laie web site">Envision Laie</a>. </p>
<p>The special meeting comes following:</p>
<ul>
<li><a href="http://kaleo.info/2009/05/04/envision-laie-process/" target="_blank" title="Prior coverage of Envision Laie meetings">A series of Envision Laie meetings</a> in the BYU&ndash;Hawaii Cannon Activities Center (CAC) on April 26-27. Hundreds of community members gave input at those meetings on Envision Laie proposals to amend the City&#39;s Koolauloa Sustainable Communities Plan to include moving the site of additional housing and related developments in Laie, which in turn would allow more expansion space for BYUH and the PCC.</li>
</ul>
<ul>
<li>Many of the participants returned to the CAC on May 28 to hear a report on the preliminary analysis of that input, and again on June 23 to hear the report based on completed analyses.</li>
</ul>
<ul>
<li>On June 30 nine members of the City&#39;s Planning Advisory Committee (PAC) for the Koolauloa Sustainable Communities Plan review process submitted the proposed changes for consideration.</li>
</ul>
<p>In the next step in the process, the Koolauloa Neighborhood Board has allocated 45 minutes of the July 30 meeting for the Envision Laie presentation and one hour for comments, questions and answers before voting.</p>
<p>The PAC has also scheduled a meeting on August 5 from 7-9 p.m. at the Queen Liliuokalani Children&#39;s Center in Punaluu to discuss changes to the Koolauloa plan, including the Envision Laie proposals. </p>

<p> Neighborhood boards, which are geographically distributed throughout Oahu, are designed to advise City and County of Honolulu and other government units. Those without Internet access were encouraged to use computers at public libraries and were also given a phone number to call; however, City officials have reported only 6.5 percent of eligible voters cast ballots in this election.</p>
